At present, the grass-roots management of cities has long relied on assault and sports law enforcement, and management does not address the symptoms. Digital twin cities will implement efficient collaborative governance based on big data integration and big data analysis. Real-time dynamic data such as city basic data, government service business data, medical treatment, and transportation are added to geographic entities, and the geographic entities are loaded into the city information model (CIM) to form an entity, model, and data integration. Such a city command hub with global data summary enables city commanders to gain insight into the city's operating situation and laws from a global perspective. Through the extraction of urban characteristics, managers can find problems in a timely manner, grasp development trends, and make it easy to target and accurately implement policies. To this end, the functional departments of the city government will be merged from the divided departments into a large ministry, with the city as the starting point for urban governance. On the other hand, government personnel will be further divided into two functions: virtual and real. One part will manage and make decisions in the virtual urban space, and the other part will manage and serve the actual city site.
Each emergency will promote a series of changes. SARS in 2003 brought about a reform of the urban governance model. I believe that after the epidemic, we will also sum up experience and gradually improve the level of urban scientific governance. As an important comprehensive technical means for emergency measures, smart cities are the key to the scientific governance of cities.

目前城市的基层管理长期靠突击式、运动式执法,管理治标不治本。数字孪生城市将基于大数据集成和大数据分析实现高效的协同治理。城市基础数据、政府服务业务数据、医疗、交通等实时动态数据,加入地理实体,而地理实体又加载到城市信息模型(CIM),形成实体、模型、数据一体化。这样的全局数据汇总的城市指挥中枢,能使城市的指挥者从全局的视角洞察城市的运行态势和运行规律。通过城市特征的抽取,管理者能及时发现问题,掌握发展动态,便于有的放矢,精准施策。为此,城市政府职能部门将会由条块分割的部门合并为大部制,以城市为抓手展开城市治理。另一方面,政府部门的人员将进一步分化为虚实两大职能,一部分在虚拟的城市空间里管理和决策,另一部分将在实体的城市现场管理和服务。

每一次突发事件都会推动一系列变革,2003年的非典带来了城市治理模式的改革,我相信此次疫情过后也会总结经验,逐步提升城市科学治理水平。
